What is SST Training?

SST Training is a New York City Department of Buildings safety training program required under NYC Local Law 196 of 2017. All construction and demolition workers on a job site that requires a Site Safety Plan are required to have either a Supervisor or Site Safety SST Card. SST training is a safety training program for New York City construction workers that is required under NYC Local Law 196 of 2017. Construction and demolition workers are now required to have an SST Worker card or SST Supervisor card to enter any NYC jobsite with a Site Safety Plan.

Local Law 196 of 2017 requires that construction and demolition workers on job sites with a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager must have a minimum of 40 hours of training. Workers on construction sites with a designated Construction Superintendent, Site Safety Coordinator, or Site Safety Manager need minimum of 40 hours of training to obtain a Site Safety SST or Worker SST card. Local Law 196 of 2017, requires Site Safety Supervisors at construction sites that require a Construction Superintendent, Site Safety Coordinator or Site Safety Manager receive 62 hours of site safety training (SST). This only includes Site Safety Managers, Site Safety Coordinators, Concrete Safety Managers, Construction Superintendents and Competent Persons designated by Construction Superintendents.

To obtain the Supervisor SST card mandated by NYC Local Law 196 of 2017, construction professionals must complete a comprehensive training regimen totaling 62 hours. This includes essential courses such as the 30-Hour OSHA Construction Industry training, 8-Hour Fall Prevention, 8-Hour Site Safety Manager Refresher/Chapter 33, and others covering topics like Supported Scaffold safety, Drug and Alcohol Awareness, Site Safety Plan implementation, Tool Box Talks, and Pre-Task Safety Meetings.

Construction workers can earn their SST card in several ways. The list of required courses will vary depending on your training history and when you started work in the NYC construction industry. If you were employed in the NYC construction industry before December 1, 2019, the DOB considers you a current worker. Workers who started after that date are called new entrants.

Site Safety Training Course List for Current Workers

Current workers have two options for getting their SST card. If you already have an OSHA 30 card, you must complete 10 additional hours of DOB-approved Site Safety Training. A separate course curriculum is available to workers who have an OSHA 10 card.

Site Safety Training Course List for New Entrants

New entrants include any workers who joined the NYC construction industry after December 1, 2019. These workers must complete the OSHA 10-Hour course before they start the job. And within six months of starting work, they need to complete an additional 30 hours of Site Safety Training courses to get an SST card.

New entrants can earn their SST card with the following courses:

10-Hour OSHA Outreach Training for Construction, 8-Hour Fall Prevention, and 8-Hour Site Safety Manager Refresher/Chapter 33. Additionally, training covers specific areas like the 4-Hour Supported Scaffold User and Refresher, 2-Hour Drug and Alcohol Awareness, and includes 4 hours each of General and Special Electives.

NYC DOB-approved course providers are tasked with issuing Site Safety Training (SST) Cards. For the December 1, 2019 training deadline, either an OSHA-30 card or a Limited Site Safety Training (SST) Card suffices as proof of meeting the training requirements of Local Law 196. The NYC Department of Buildings (DOB) considers the OSHA-30 DOL wallet card equivalent to the Limited SST Card. However, if your employer doesn't accept your OSHA-30 DOL wallet card, you'll need to obtain your Limited SST Card from one of the DOB-approved course providers, presenting your OSHA-30 DOL wallet card as validation.

According to the NY DOB, if online training isn't done face-to face, the provider must check the individual's identity before giving them secure access. The person has to confirm they're the one accessing the training and promise to finish it alone. The online program must also make sure the person follows these rules:

  • Asking validation questions during the course to confirm the learner's identity.
  • Having learners acknowledge responsibility before taking the final exam.
  • Offering an acknowledgment statement at the course end, ensuring learners finish independently.
  • Keeping learner records in their system.
  • Using validation questions at the start, locking the course if answers are wrong, and unlocking it through customer support.

Upon successful completion of the OSHA 30 Hour Construction Industry Outreach course, your OSHA DOL wallet card will be dispatched to you within two weeks. To comply with the December 1, 2019 training deadline, either an OSHA-30 DOL wallet card or a Limited Site Safety Training Card will suffice as proof of fulfilling the training requirements mandated by Local Law 196.

Training can occur at a Department-approved Course Provider or an OSHA-authorized Training Provider. Whether it's in-person training with an OSHA-authorized instructor or online, the online training must be actively supervised to fulfill the requirements.

Under Local Law 196 of 2017, workers across different construction sites will need to undergo 40 hours of safety training, while supervisors at specific job sites will require 62 hours of safety training. This law comprises three phases:

  • Phase 1, which commenced on March 1, 2018, mandated that all construction workers and supervisors receive a minimum of 10 hours of training.
  • Phase 2, originally set to a deadline before being extended by the DOB until December 1, 2019, necessitates construction workers to possess an SST Card Limited Site Safety Training (SST) Card (30 hours for workers and 60 hours for supervisors).
  • Phase 3, the final phase with a deadline of September 1, 2020, mandates completion of training, including OSHA 10, OSHA 30, and the DOB-approved 100-hour training, for workers.
